URL accepts only ASCII character sets, but almost always we need to send over non ASCII characters through in web address. For this reason characters need to be ASCII compatible, and therefore URL-encode is the solution. How does URL-encoder work? It simply replaces non ASCII characters with % followed by the respective hexadecimal value. Another rule is that URL cannot contain spaces, and these are replace with a + by default in URL-Encode version, or they can hold a value of %20 (as per hexadecimal ASCII)..
